📢NEW POLICY ON SHIP'S ARTICLES SHEETS FOR CYPRUS - FLAGGED VESSELS

The Shipping Deputy Ministry (SDM) of Cyprus has announced a new policy concerning the form, provision, and utilisation of Ship’s Articles Sheets, which took effect on the 1st of March 2025.


This initiative is part of a broader strategy to strengthen compliance procedures and improve record-keeping for Cyprus-flagged vessels.


What Are Ship’s Articles Sheets?

Ship’s Articles Sheets are official documents that serve to maintain a comprehensive record of all seafarers employed on board vessels registered under the Cyprus flag. These documents have replaced the previous format and function as proof of crew engagement and discharge.


Key Changes Introduced

Elimination of Official Supply: The Shipping Department Management (SDM) will no longer provide Ship’s Articles Sheets. Shipping companies are now required to utilise the model template outlined in the SDM circular.


Requirement for Printed Copies: A printed version of the Ship’s Articles Sheets must be maintained on board at all times. While electronic versions may be used for internal purposes, they do not substitute for the official printed copy.


Optional Consular Endorsement: Masters are no longer required to present the sheets to Cyprus consular officers; however, endorsements remain optional and are subject to applicable fees.


New Signing - On Procedure: Each time a seafarer joins a vessel, a Ship’s Articles Sheet must be signed and stamped by both the Master and the seafarer. One copy is retained on board, while another is provided to the seafarer.


Signing - Off Documentation: When a seafarer departs from the vessel, they must receive a signed and stamped Ship’s Articles Sheet, which will be used in conjunction with their Seaman’s Book and Discharging Certificate to verify their sea service.

This policy places the onus on shipping companies to maintain accurate and accessible crew records.


The anticipated changes are expected to reduce administrative burdens and align Cyprus' procedures with international standards, ultimately enhancing the efficiency and attractiveness of the Cyprus shipping registry.
